Rainier Economic Development Projects
The Rainier City Council on April 19, 1993 determined in order to address the blight in the city they exercise their powers to develop an Urban Renewal agency. They appointed a seven member board to develop an Urban Renewal Plan for economic development in Rainier. This purposed Urban Renewal Plan was presented in a public hearing to the citizens of Rainier and adopted.
Since the creation of the Urban Renewal Plan the following projects have been completed for the City of Rainier. This will show the total cost of the project along with the agencies and their contribution to the projects.

Waste Water Treatment Plant Construction - 2010
The City of Rainier was under a Mutual Agreement and Order (MAO) from the Department of Environmental Quality (DEQ) to upgrade the Wastewater Treatment Plant (WWTP). Rainier's WWTP was over 30 years old, outdated and no longer meet the water quality requirements for discharge into the Columbia River.

Marina Restrooms Renovation - 2009
In 2009 REDCO renovated the Marina Restrooms at a cost of $13,580.

REDCO Website - 2007 www.redco-or.org
REDCO contracted with Web Mission LLC to design and develop the Rainier Economic Development Council to the Rainier community and businesses seeking to relocate. Costs include domain fee and web hosting. Completed in June 2007 and maintained by Web Mission, LLC.

Relocation of Boat Launch 2003 - 2006
The Rainier boat launch was relocated to the west end of the City Park with a new boat launch, parking and restroom facilities. The Oregon Marine Board approved Phase 1 a $268,000 grant for gravel parking lot, utilities and engineering for final design. OMB provided an additional $700,000 grant for the final project. Oregon Department of Fish and Wildlife provided a $500,000 grant and REDCO provided the local matching funds of $100,000.

City of Rainier's website was updated November 2006 by Web Mission LLC, a local business.

Riverfront Park - 2002 - 2006
Phase 1 of the Riverfront Park cost $447,500. The initial Park conceptual plans and designs, at a cost of $68,476 were provided by Genasci & Associates. An ODOT grant for $247,500 was awarded with REDCO agreeing to provide the matching funds for the Local Streets Network (LSN) and NOEA not to exceed $200,000.
Phase 3: The Little League Fields were designed by Nevue Ngan Consultants for $86,965. Construction of the fields were completed in 2005.

Economic Development Brochures - 2006
REDCO Council's brochures were designed to promote development in Rainier's commercial and industrial areas. Torrent Imaging of Longview designed and printed the brochures.

Little League Ball Park - 2006
The Rainier City Little League Ball park received a $15,000 grant from the Weyerhaeuser Foundation. Local donations $1,050 were received.. LCWF contributed with a $111,970 grant. REDCO provided the $30,000 match for the grant. Nevue Ngan's conceptual designs costs for the ball fields was $4,955.

Riverfront Shore Stabilization Project - 2005
The riverfront shore stabilization was constructed by Teevin Bros. Large boulders were place along the shoreline from the boat launch to the east end of the City Park at Fox Creek to prevent erosion from the Columbia River.

Marina Square Plaza - 2005
The Oregon Downtown Development Association contributed with their $18,000 from the "Cluster Grant" program with matching grant funds provided by REDCO. To date, REDCO has contributed to the engineering, schematic design, conceptual design, electrical and surveys. Alpha Engineering provided the initial design for the project which one of the City of Rainier's ongoing projects. In 2009 restroom renovations were completed at a cost of $13,850.

1st Street Plaza Project - 2003
REDCO purchased the property located at the end of A Street where it joins 1st Street between the Rainier Hotel and the Eagles for $81,201.36 in 2003. The conceptual design for the 1st Street Plaza was provided by Nevue Ngan at a cost of $20,153.27 in 2003. The 1st Street Plaza is planned to attract people to Rainier's downtown business district and is the central focus of the Rainier Downtown Riverfront Development Plan. The outdoor facility will draw residents and visitors to Rainier's core business district.

Rainier Youth Skate Park - 2004
The Rainier citizens and its skateboarders formed a committee to establish a Skate park in the City Park. The kids collected $750 in recycling cans towards the project. Jeff Ellis, local citizen of Rainier, contributed $1,000 in addition to $1,000 contributed by local businessman in Scappoose. Taylor Made Construction donated the labor to construct two ramps. Scott Anderson, another local contractor donated his time.

City Park Lewis and Clark Banners - 2004
REDCO provided the funding for the Lewis and Clark Celebration banners and brackets for the street lights along A Street in the City Park.

Marina Security Gates for Transient Tie-Up Project - 2005
Gates were installed on the marina Transient Tie-Up dock to provide security for boat owners.

Marina Boat Slips and Transient Tie Up Project - 2004
A second phase of the marina project was the replacement of the transient tie-up and boat slips located at the previous Rainier boat launch. The original grant from OMB was for $289,850 with REDCO providing the transient tie-up match of $53,414 and $80,970 for the boat slips. The project included a 300 foot wave attenuator float/public transient tie-up, 80 foot gangway section with concrete floats, installed 20 new steel pilings and relocated the pump-out station. The transient tie-up includes area for moorage of large tourism and paddle wheel boats. NW Oregon Economic Alliance participated with a $45,000 grant. REDCO provided the matching funds to the Oregon Marine Board on these projects for the City of Rainier.

The sprinkler system for "A" Street Extension was installed in 2004.

Grocery Store Project - 2004
A committee was formed to develop a plan and research how to bring a grocery to Rainier. They were not able to find businesses willing to locate in Rainier. The project was discontinued.

Rainier Senior Center Project - 2003
The Rainier Senior Center is located on the Columbia River at the west end of the Rainier Boat Launch and City Park. The project was funded by the Oregon Economic Development Department. REDCO provided the matching grant funds for the project. The Senior Center was completed in 2003.

Rainier City Library 2003 - 2007
The library received a $265,450 grant from the American Disability Act program. REDCO provided matching funds City Hall elevator portion for $25,650. The library expansion project for design consultation was $1,512.90 in which REDCO provided an $800 match. The library window coverings was a local project of Team 97048 with Ford Family Foundation grant. Team 97048 provided $1,800 with matching funds from REDCO for the library.

West Rainier Acres II
Wetland Delineation/Engineering Phase 2 - 2003
The City of Rainier received a grant award (80% of project cost) from the federal Economic Development Administration (EDA) to prepare a wetland delineation, Phase 1 site assessment and preliminary engineering for WRA 2. This area includes the urban growth area west of Young Road and south of Dike Road.
This delineation/engineering report is similar in nature to the Phase 1. The report delineates jurisdictional wetlands and provides preliminary engineering cost estimates for infrastructure improvements including water, sewer, storm drainage and roads. The information generated by this report was incorporated into the mitigation/development plan of Phase 1.

West Rainier Acres
Wetland Delineation/Engineering/ Mitigation Phase 1 - 2002
The City of Rainier received two grants from the Forest Service to develop a wetland mitigation/development plan in the West Rainier area (west of the Lewis and Clark Bridge and south of the Dike Road).
The wetland mitigation/development master plan analyzes where development is appropriate based on existing conditions, desires of property owners and other development related factors. It provides owners with information to mitigate wetlands, facilitate development and generally enhance their "readiness to proceed". Such an effort is especially important for further development of the heavy and light industrial zoned properties.

Fox Creek Pedestrian Bridge Project - 2002
The Fox Creek Pedestrian Bridge was purchased for $25,000. It was placed across Fox Creek to allow access to the City Park from the downtown area. The bridge was removed upon completion of the "A" Street Bridge. The bridge is currently being considered for placement across Fox Creek at West B Street to allow local access to the Fox Creek Trail.

"A" Street Extension and W. 6th Avenue entrance to Hwy 30 - 2002/2004
The "A" Street Extension street connects downtown Rainier with the City Park, boat launch, Senior Center, Senior Housing and the new riverfront housing development. The West 6th Entrance to Hwy 30 and West 6th Avenue was completed in August of 2004. In 2002 the "A" Streetscape and Rail Study was completed for a cost of $5,803. Construction "A" Street Extension began in 2002 and was completed in 2003.

"B" Street Improvements East Entrance - 2002
REDCO contributed $50,000 to the "B" Street Gateway Project for the East Entrance Rainier signage and improvements.
Oregon Transportation Infrastructure Bank (OTIB) provided the City of Rainier a 10 year loan for the project estimated to be $455,000.

Transportation Enhancement Project (TEA 21) Highway 30 - 2001
The City of Rainier was awarded a grant by Oregon Department of Transportation (ODOT) and the Federal Highway Administration (FHA) to initiate the Highway 30 improvements including curbs, sidewalks, street lighting and landscape improvements along the north side of Highway 30 between East 7th Street and West 6th Street. The engineering phase began in October 1999. The project FHA provided a $470,000 grant through the TEAZI project. REDCO agreed by resolution to provide the match for the grant not to exceed $85,000.

Rainier Urban Renewal Downtown and Waterfront Development Plan - 2000
REDCO's Urban Renewal Plan for the Rainier Downtown and Waterfront District was completed in 2000. Contributions were received from Oregon Economic Development Department $7,500 in Lottery Funds and Portland General Electric $7,500.

US Gypsum Board Plant - 2000 to 2002
Two incentives offered to US Gypsum prompted their decision to locate a sheetrock manufacturing plant in Rainier. First was the purchase and conveyance of the property by the Rainier Economic Development Council to USG. Second was the property location within the Lower Columbia Maritime Enterprise Zone. The enterprise zone allowed for property tax exemptions to improvements during the two (2) years of construction and five (5) years of operation.
REDCO purchased the property for $3,410,00 from the Port of St. Helens and the State of Oregon in July of 1999. The property was then conveyed to USG. REDCO's financed the purchase of the property with a bond issued by UGS. Repayment of the loan began in 2007 with the expiration of the enterprise zone's tax exemptions. The bond is for 10 year period ending FY17. The USG plant was projected to produced over 200 family wage earning jobs for the community. As of February 2010, REDCO has made $1,205,681.24 in bond payments. Final payment is scheduled for June 1, 2018.

Brandi McGladery received a community grant for wooden flower boxes constructed by the Rainier High School students. The flower boxes were placed throughout the City Business District.

Friends of Dibblee Point - 2003
Friends of Dibblee Point developed trails for hikers, bird watchers and horsemen on Dibblee Beach. Over 100 bird houses were built and placed throughout the trail system. The Friends of Dibblee Point applied for a community grant to install a large sign at the entrance to Dibblee Beach with a map of the trails showing the local sponsors of the project.

Rainier School Banners for City Park - 2004
The Rainier Junior and High School students designed banners depicting positive activities and events of Rainier to be placed on the light poles of the City Park. Blue Star Memorial - 2006
The Blue Star Memorial was sponsored by the Rainier Garden Club and Pioneer District in cooperation with the Oregon Federation of Garden Clubs and City of Rainier, Oregon Roadside Council, REDCO, VFW Columbia River Post and Auxiliary 1909. The Rainier Garden Club received a community grant for the Blue Star Memorial tribute to the Armed Forces of the United States which was placed near at the City Park entrance.

Team 97048 - 2007
The Ford Family Foundation Leadership Group, Team 97048 of Rainier, chose a youth Mobius climbing wall for the City Park and window shades for the Rainier Library as their community leadership project. The Ford Foundation provided a $10,000 grant to Team 97048. Team 97048 held fundraisers to acquire additional money and was able to complete their community project with a matching grant from REDCO.
